Tabby Community - Is Tabby free for up to 5 users when self-hosted?

I want to know if Tabby remains free for up to 5 users when self-hosted, and when does it transition to the paid tier.

Tabby OSS (Open Source Software) is fully free and includes the API serving and IDE extensions.
The paid features are associated with the --webserver flag, which provides a web UI for deployments and maintenance.
